"Most of us are VA patients or caregivers, however, few of us can accurately state the rights we have as a VA patient when seeking treatment. Those rights extend from getting quality and timely care at a VA facility to getting care outside of the VA thru the Community Care program when the VA is not available. A safe environment is also a patient right which could include having a witness present during your visit. When is community care an option? what are the steps in requesting it?"
